PROFESSIONAL ADMINISTRATIVE (OPAP)

 

Business Counselor - SBDC

Full Time

Salary: $42,500 - $43,500

Duties and Responsibilities:

 At a Regional Center, provides a comprehensive range of small business-based assistance including one to one client counseling in the area of business plan development; analyzes, prepares and structures financial statements, such as cash flow projections, income statements and sources and uses statements; provides assistance in automated and manual record keeping systems; and assists clients with market related issues such as advertising, promotional functions, market surveys, and other related topics.

  • Implements and/or participates in training sessions sponsored by the SBDC and provides follow up services as necessary to attendees. Sessions are in many forms including long term classroom situations, single and multi-day conferences where relevant topics are discussed in open forums, and in other public situations.

  • Gathers written feedback from assisted clients for program service refinement and promotional purposes.

  • Acts as a clearinghouse for information for clients and other interested individuals and refers, when appropriate, those individuals to outside entities that can provide additional support services.

  • Provides direct assistance to junior staff in meeting client and program objectives.

  • Coordinates student intern program including screening, selection and performance evaluations. Interfaces when necessary with campus faculty sponsors.


Complexity of Duties (in order of priority): 

Providing independent quality one to one advisement to a varied and complex range of clientele requires a wide breadth of knowledge in many areas. Many clients can be serviced on a short term basis while other clients require long term counseling depending upon the client's needs, level of expertise or the sophistication of the venture.

  • Sufficient organizational skills are critical in maintaining a high level of activity while adapting to the time- sensitive nature of business decision making.

  • Counselor will be required to address clients’ issues utilizing all possible resources available including his/her own background and experience, business research, colleagues at center and NYSBDC network, and outside resources. 

  • Conducting an SBDC sponsored training event is a complicated task that involves careful planning including a) identifying a topic that effectively addresses an identified need in the business community; b) securing the services of appropriate experts in the field; c) selecting time, date and location for the event; d) providing follow on one to one counseling to attendees when requested; and e) gathering feedback from attendees to evaluate the quality of the event and to help identify topics for future events.

  • Establishing a comprehensive network of professional contacts for referral purposes is an important component of an advisor's responsibilities. The credibility of the advisor and the program can be jeopardized if a referral is made to an individual or organization that is ill suited to meet the client's needs. New contacts are established on an ongoing basis so that resources can be utilized in response to an ever-changing business climate.

  • Become proficient and remain updated with business assistance programs at federal, state and local levels in order to assist clients with their application process.


Experience: The position requires no less than five years’ experience in private sector business or related public technical assistance environment. Small business ownership is highly desirable. Experience in the banking or financial services area is a plus.


Skills: Analytical, organized, work/time management, independent self-starter, ability to listen, ability to generate trust, respect and confidence, people/interpersonal skills. Counselor must be able to address the highly confidential nature of the position.


Education: The position requires a Bachelor’s Degree in the area of business, management, finance, economics or related field. A master’s degree is desirable.

Program Coordinator/SBDC

Full Time 35 hrs/ week, 12 months/year;

Salary $39,000 year + full benefits

Position Summary:
The Program Coordinator/SBDC assists and supports the Director of the Small Business Development Center with professional level administrative related tasks.  The position also involves the delivery of business advice and information to SBDC clients.

Major Responsibilities Include:
Reporting directly to the Regional Center Director and under moderate supervision,

  • Monitors the budget of all the center’s accounts and alerts the Regional Director of any potential imbalance. 

  • Assists the Regional Director in developing the financial reports required at state and local levels. 

  • Generates budget modifications as needed.

  • Assists the Regional Director in maintaining a balanced budget.

  • Reviews and processes all travel, petty cash, and other operational reimbursements.

  • Coordinates all other administrative functions, prioritizing and maintaining an effective workflow in the office. Participates in recruitment and training of professional staff. 

  • Supervises office support staff, if any.

  • Manages intake and evaluation of incoming service inquiries.  Evaluates said inquiries and decides on a course of action; direct them, take a complete message or send a message to an appropriate person.  If applicable, assists the individual with a problem or request. 

  • Provides clients with the appropriate informational resources and delivers basic small business counseling if needed. 

  • Manages client inquiries for service and assigns the appropriate counselor to the case. Inputs initial client information in MQS. 

  • Maintains the physical security of clients’ files according to NY SBDC standards.

  • Generates the monthly calendar to insure the appropriate staff coverage for the Kingston main office. 

  • Manages the Leave Book that controls staff leave time planning.

  • Administers and tracks all training events including input in MQS and SBA sites, generates co-sponsoring agreements and executes the promotional strategy. 

  • Reviews counselor closing data entries in MQS and generates reports and taking corrective action as needed. 

  • Coordinates office mail function including deliveries and pick-ups from the SUNY mail room, UPS, Fed-Ex, USPS, and other delivery services. 

  • Coordinates documentation for human resources including job postings, change forms, and similar documents. Prepare correspondence and other documents while maintaining the highest degree of confidentiality.  

  • Process vendor invoices and other payments in coordination with the accounting and purchasing departments while reviewing them for accuracy. 

  • Coordinates and maintains office filing systems, including archiving of SBDC records and reports according to federal standards of security.

  • Coordinates inventory and supply functions. 

  • Utilizes and maintains familiarity with a range of software applications for data processing, document preparation, budgeting, and similar clerical functions. Tests and validates systems and software applications prior to implementation if applicable. 

  • Utilizes the web-based data collection and management system (MQS).

  • Coordinates conflict of interest certification with new statewide employees. Assists, advises and shares best practices with the Albany Central Office and other staff working at regional centers. 

  • Supports staff travel logistics and secures necessary the approvals at local and state levels. 

  • Maintains clients and stakeholders’ databases and manages base driven special communicational and outreach projects. 

  • Designs and conducts email blasts.

  • Maintains an updated file on elected officials and secures meeting and communicational opportunities. 

  • Records and maintains a press clip and brand media exposure file.

  • Troubleshoots problems with office equipment and secures their timely resolution.

  • Maintains relations with office equipment service personnel.

  • Maintains relations with the IT and accounting and administrative functions at the host institution. 

  • Performs ad hoc projects and other assignments as required by the Regional Director.

Minimum Qualifications:

  • Bachelor’s degree in business, IT, project management or related field is required as a minimum. An Associate degree may be considered if accompanied with a considerable experience in small business ownership and management.

  • The position requires no less than 5 years office or project management experience, familiarity with word processing, spreadsheet, document preparation and other software applications; ability to pay attention to detail and work independently as a self-starter. Small business ownership and/or understanding of small business dynamics and issues is highly desirable. Counseling experience is considered a plus. 

  • Verbal and written communications as well as organizational, people and analytical skills. 

  • Ability to listen, identify, and discern business related and management issues.

  • Ability to develop and maintain good working relationships with SBDC staff throughout the state, host institution and stakeholders. 

  • Effective team participation.

  • Knowledge and familiarity with a wide range of software applications and a business environment. 

  • Effective time management, self-starter and self-motivating.

  • Effective problem solving and with a sense of situational urgency.

Position Summary:
The College Nurse shall be responsible to the Health Services Coordinator and will provide medical and health services to all members of the College community.

Major Responsibilities Include:

      •  Maintains an appropriate medical and health services center for the College.
      •  Maintains a system of medical and health records appropriate to the office of health services.
      •  Acts in the absence of the Health Services Coordinator with appropriate local, state, and federal agencies.
      •  Advises and assists in the college-wide first aid and wellness programs for students and staff.
      • Advises and assists in the development of a college-wide safety program.
      • Counsels individuals who have medical or health problems.
      • Assists the Health Services Coordinator in the delivery of services to our special students population.
      • Assists in the oversight of the health and well-being of children at the Child Care Center.
      • Assist with College accident reports, insurance reports, etc. with other campus offices.
      • Assist with Campus based programs dealing with AIDS.
      • Performing other duties as may be assigned by the Health Services Coordinator.

Minimum Qualifications:

      • Must be a graduate of an accredited school of nursing and be a licensed Nurse

Coordinator of Veteran Services

Part Time
Up to 17.5 hrs/week, 12 months/year

Position Summary:
This position primarily facilitates communication between veterans and SUNY Ulster’s student services to attract an increasing number of veterans to the College and assist new and continuing veteran students with accessing resources that have the potential to contribute to their success.

Major Responsibilities Include:

      • Manages the daily operations of the Veterans Center including the supervision of Veteran work-study students.
      • Conducts outreach for purposes of recruitment and VA benefit awareness and utilization.
      • Coordinates other veteran work-study students who are assisting with outreach and recruitment to the College.
      • Collaborates with Marketing & Public Relations, Enrollment Services, and other college resources in the promotion of programs and resources to veterans.
      • Establishes and maintains knowledge of and positive working relationships with community agencies (i.e. Veterans’ Affairs and appropriate military employment groups) to assure adequate support of the students’ needs.
      • Helps students successfully navigate the enrollment process.  This includes working closely with the Veterans’ Affairs (VA) benefits coordinator and all enrollment services for students as needed.
      • Assists prospective and enrolled veterans with accessing appropriate student services to identify and clarify personally significant career and educational goals and develop meaningful and efficient education plans.  Assists students with connecting to the best resources of the college and community for fulfilling those needs.
      • Advises administration on how to enhance college’s veteran friendly designation and reputation.
      • Maintains a positive, helpful, constructive attitude and working relationship with supervisor, college staff, students, and the community.
      • Consults with Veterans regarding their academic concerns and assists then in accessing internal and external resources to address their needs.
      • Other duties as may be assigned.  
      • Minimum Qualifications:
      • Associate’s Degree; plus military experience required.

Salary:

Assistant Librarian

Position Summary

The Assistant Librarian is responsible to the Associate Librarian and assists in the implementation of the program of services.

Job Duties

      • Provides full range of reference assistance, including database searches, to students, faculty, staff, and community patrons of the library.
      • Provides bibliographic instruction, teaches classes in library skills, prepares bibliographic and other information guides, and participates in the development of library-related class materials
      • Participates in collection management by working closely with faculty in assigned areas of liaison responsibility. Recommends appropriate new acquisitions and works.
      • Prepares reports relating to departmental activities.
      • Promotes program of Library service and Learning Resources Center.
      • Performs special projects and/or other responsibilities as assigned.

Minimum Requirements

      • Master’s Degree in Library Science from and A.L.A. accredited program
      • Familiarity with current reference practices, automated systems, and academic libraries

Preferred Qualifications

      • One to two years of previous experience in an academic library.
