Applying for Admission

International Student Application Procedures

Required Application and Forms

1. Application

SUNY Ulster will accept one of the two following applications for admissions. Applicants must complete one or the other.

  • SUNY Ulster's Application for Admissions
    If you are interested in applying only to SUNY Ulster, complete the College's own application. You can request an application by contacting the Admissions Office, or
    • click here to complete SUNY Ulster's Online Application. This form provides the quickest processing, and there is no fee.
    • click here to download and print a copy of the application, which you can then complete and send to the Admissions Office with the rest of the required materials. (Note: You will need Adobe Acrobat Reader to open this file. If you do not have it installed on your computer, click here to download a free copy.)
  • The SUNY Application for Admission. Click here to complete the SUNY Online Application. If you use the SUNY Application form, list SUNY Ulster as your college of choice by entering the SUNY Ulster-code #68. An application fee is required by SUNY for processing the SUNY application. Follow the directions that are included in the Application Guidebook. Checks for the application fee should be made out to SUNY- APC and be submitted with the application. (This application may also be obtained from SUNY Ulster's Admissions Office.)

Applicants with Permanent Resident Status (Green Card)
If you were not born in the United States you must show proof of citizenship or permanent resident status. For more information, click here.

2. Required Forms

Each of the following three forms are required and must be submitted as part of your application. You can download and print a copy of all three forms by clicking here. Click here for instructions for completing the Financial Statement. (Note: You will need Adobe Acrobat Reader to open this file. If you do not have it installed on your computer, click here to download a free copy.)
These forms cannot be submitted electronically. You will have to download and print the form, and once completed mail it with the rest of your application. (Please Note: DO NOT E-MAIL THIS FORM.)

  • Form FSA-2 - The Autobiographical Essay
    This form must be completed in English and in the applicant's own hand. Do not to type the essay.
  • FSA-3 - State University of New York English Proficiency Report
    This report must be completed by the applicant and a school or university official who can attest to the applicant's English skills level. The Test of English as a Foreign Language (TOEFL) is a strict requirement for admission. All applicants must take the examination and request the test scores be sent to SUNY Ulster's Admissions office. A minimum score of 500 is required on the TOEFL.
  • NOTE -For students from Japan only, SUNY Ulster will use the STEP Pre-First Grade Level as the equivalent of ToEFL 500 as a part of the entry process for international students at Ulster County Community College.  STEP will provide official verification of the student's test scores.  Additionally, all students admitted SUNY Ulster will take both an English and Mathematics placement exam, administered by the college, to determine appropriate course placement.
  • Form FSA-4 - Foreign Student Financial Statement
    This statement must be completed in full. Applicants are urged to be certain that all necessary financial documentation is submitted with this form. Proof of a minimum of $12,500 per academic year is required. This amount can be less if room or board or both are being provided by family or friends who reside in the area

3. Certified Copies of ALL Academic Records

Along with the items listed above, you must submit certified copies of all academic records at the secondary level and above.
Documents in languages other than English must be accompanied by complete and literal translations into English without additions or deletions by the translators.
Each copy must bear a statement by an official of a United States Consulate or Embassy certifying that this official has compared the copy with the original and finds it to be an exact copy with nothing added or deleted.
